Our team attended a conference on the commons in Africa<\/strong> titled \u201cWhat Public Policies for the Commons?\u201d, organized by the AFD (French Development Agency) in Paris. Beyond public policy<\/strong>, this event highlighted concepts that shed light on agricultural development<\/strong> in Africa and the economic development<\/strong> of the entire continent. The concepts discussed draw in particular on the book *Africa in the Commons*.<\/p>\n<\/div>

The Commons in Africa: Societal and Environmental Pillars.<\/strong><\/h2><\/h3><\/div>

A commons<\/strong> is defined as a shared resource that<\/strong> is collectively managed and maintained<\/strong> by all the individuals or communities that have access to it. These individuals sharethe responsibility to preserve<\/strong> this resource. The community thus establishes governance rules<\/strong> with the aim of preserving and ensuring the long-term sustainability of these resources. These rules may involve the creation of a governance structure<\/strong> responsible for ensuring that access and obligations are respected. <\/p>\n

These resources, which constitute the commons<\/strong>, can be natural<\/strong>, material<\/strong>, or intangible<\/strong>.<\/p>\n

According to Benjamin Coriat, we must not confuse \u201ccommons\u201d<\/strong> with \u201ccommon good.\u201d<\/strong> Indeed, while a common good<\/strong> refers to something that is shared and belongs to everyone, it is not necessarily managed collectively<\/strong>. The air we breathe, for example, belongs to all of us, but it is not a \u201ccommons\u201d<\/strong> because there is no governance structure<\/strong> in place to manage it. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Historically, organizational structures in Africa<\/strong> have operated according to a logic of collective governance<\/strong>, based on a rejection ofthe institutionalization of power<\/strong>. As a result, most states have implemented a redistribution of power to communities<\/strong>, with a limited presence of law enforcement<\/strong>. <\/p>\n

The commons<\/strong> can, in fact, compensate for certain shortcomings of the state<\/strong>. Indeed, they are often found in places or areas where public authority<\/strong> is absent or failing. The commons thus embody their own societal<\/strong> and environmental<\/strong> value<\/strong>, which positions them at levels beyond the reach of public authorities. <\/p>\n

In this way, they embodythe public interest<\/strong> and foster social cohesion<\/strong>, value<\/strong>, and social harmony<\/strong>. While this can sometimes lead to certain difficulties or contradictions, these are often resolved through collective deliberation<\/strong>. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Agriculture and the Commons in Africa.<\/strong><\/h2><\/h3><\/div>

Despite its gradual urbanization<\/strong>, Africa remains predominantly rural<\/strong>. With approximately 456 million hectares of<\/strong> available agricultural land<\/strong>, a large portion consists of forests<\/strong> and areas requiring conservation<\/strong>.Agriculture<\/strong>, which employed 53% of the workforce in 2019, continues to dominate the job market<\/strong>. <\/p>\n

Land<\/strong> and natural resources<\/strong> thus form the economic foundation<\/strong> for millions of people in rural areas, directly influencing issues of food sovereignty<\/strong>, social peace<\/strong>, and economic development<\/strong>.<\/p>\n

The management of common resources<\/strong> in Africa is therefore a key issue<\/strong> for the agricultural sector<\/strong> as it seeks to meet the challenge of feeding the entire population<\/strong> amid the continent\u2019srapid population growth<\/strong> over the coming decades.<\/p>\n<\/div>

The issue of Special Economic Zones (SEZs)<\/strong> was raised to illustratethe increasing pressure on the commons<\/strong>. These SEZs are intended to promoteinvestment<\/strong> and foster industrial development<\/strong>. However, they regularly spark protests<\/strong> due tothe<\/strong> state\u2019sexpropriation of land<\/strong> and the transfer of its management to government authorities. This also raises the issue of corruption<\/strong> and the misappropriation of the commons<\/strong> for the benefit of the state orprivate interests<\/strong>. <\/p>\n

The issue of Special Economic Zones (SEZs) compounds the phenomenonof increasing urbanization<\/strong> across the continent, which itself poses a challenge to the commons<\/strong>. Indeed, the surge in demand for housing<\/strong> is creating competition with the need for agricultural land<\/strong>, thereby disrupting local economies<\/strong>. <\/p>\n

As a result, pressure on common<\/strong> lands in Africa<\/strong> is intensifying, threateningagriculture<\/strong> through land-use conversion<\/strong>\u2014often on land<\/strong> already used by local communities<\/strong> for subsistence farming<\/strong>. People who have been dispossessed of their land are then forced to find new areas for their agricultural or pastoral activities<\/strong>, or to consideremigration<\/strong> as an alternative. <\/p>\n

It is therefore essential to take the societal dimension<\/strong> into account in every project. This is what we strive to do at Cubik<\/strong>, by systematically ensuring that local communities are involved<\/strong> so that they can benefit from the value created<\/strong>. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>

The challenge of balancing food sovereignty and sustainability.<\/strong><\/h2><\/h3><\/div>

  • Food sovereignty is a challenge<\/strong> for the African continent, and the commons play a central role. Resources <\/strong>must be protected from land grabbing, deforestation, and climate change, against a backdrop of rapid population growth.<\/li>\n
  • To address this challenge, it is necessary to promote agricultural development projects<\/strong> at all levels. Beyond funding, the implementation of public policies and local initiatives aimed at supporting short supply chains and local markets can strengthen food sovereignty, while ensuring that production directly benefits local communities. <\/li>\n
  • However, these projects must include the promotion of sustainable agricultural practices, such as <\/strong>agroecology or regenerative agriculture.
