Understanding the Link Between Sovereignty and Growth

Since 2021, the Sovereignty Barometer has been a benchmark study conducted by OpinionWay for Cubik. This annual study (four editions to date) explores perceptions, expectations, and challenges related to economic sovereignty.

This study was launched in 2021, when the shortage of masks and vaccines during the health crisis brought to light issues of sovereignty whose significance had previously been underestimated.

The goal is to assess the criticality of resources and dependence on foreign sources, as well as to identify trends toward reshoring and the factors hindering it.

The goal is thus to track changes in corporate autonomy in France each year.

Study Methodology:

Every year, more than 500 business executives are surveyed, including those in senior management, finance, and procurement…

These companies are representative of the French economic landscape, both by size (fewer than 50 employees, between 50 and 250 employees, and more than 250 employees) and by sector (manufacturing, services, retail, and construction).

Two indices are measured:

– Resource criticality: The more critical an element is, the greater its potential impact on profitability, the ability to maintain production, or the company’s public image.

– Dependence on foreign countries: A company may be more or less dependent on foreign countries for some of its critical resources, whether in terms of production or supply.

– Combining the two indices makes it possible to calculate a sovereignty index: this sovereignty varies depending on the challenges facing companies (supply of goods and semi-finished products, access to R&D resources, etc.)

Here are some key findings from the 2025 Sovereignty Barometer, conducted by OpinionWay for Cubik:

– Gaining sovereignty is a long-term process, but entrepreneurs set their priorities based on the short term. They are therefore highly sensitive to factors such as taxation, energy costs, labor costs, and the growth of the market in which they operate.

– Sovereignty is an illusion: the business world is inherently interdependent in terms of its value chain and geographic scope. The larger a company is, the more interdependent it is. It is therefore essential to embrace these interdependencies: analyzing high-risk supply chains, diversifying supply sources (geosourcing), and forming new alliances (friendshoring) remain top priorities.

– Innovation and improving operational performance (process improvements, cost reductions, etc.) are two imperatives for virtually all companies.

– Two key factors stand out regarding France’s attractiveness:
1) Energy and labor costs,
2) The reduction of regulatory constraints and fiscal instability.
